Both the Youth Act and the Local Government Act involve regulations on the participation and hearing of young people. The Local Government Act regulates young peoples’ possibilities to participate and to influence in a youth council or in a comparable group.

The municipality and the state authorities have to offer and organize possibilities for young people to participate and to influence matters that concern youth work and policy on the local, regional and national level. Otherwise young people have to be heard in alternative ways in these matters. Furthermore, young people have to be heard in matters that concern them.
